Given that Windows version upgrades (and feature upgrades) are more "install then migrate" than "upgrade," it's not entirely clear that ClearCase is the cause of the problem.
We had some issues with the albd service in the past where it would not be migrated over in a Windows 7/10 feature update. But that did not cause client processes (like the windows) explorer to fail.
Which Windows 11 update are you installing?
Which Windows 10 version did you upgrade?
What ClearCase "9.1" ClearCase version is installed, there is 9.1.0.0, 9.1.0.1, 9.1.0.2, and 9.1.0.3 so far. 9.1.0.4 releases shortly...
if you run an msinfo32, are there any messages in the Windows Error Reporting section inside the Software Environment category?
How many hosts were upgraded to Windows 11? Are they all experiencing the issue?
What else is installed on these hosts?
Has anything else been done to diagnose the issue?

we have a problem after updating from Windows 10 to Windows 11 on a Windows workstation with ClearCase 9.1.
Everything works fine on Windows 10.
After upgrading the workstation to Windows 11, Windows Explorer no longer runs.
It starts but immediately exits, clearing and recreating the entire Windows desktop.
Does anyone know this problem?
