I  have been looking and looking, and I cannot find any webinars from IBM as to how to manage ClearCase multisite issues, such as opslog gaps, vobs replicas that become damaged and must be replaced, and so on. Am I missing something? Does IBM have a repo for self-directed advanced training for ClearCase and ClearCase Multisite administrators?

IBM and Rational used to provide this training as an added-cost option. I know because I attended them when I started working AT Rational supporting ClearCase. Many of the situations you mention are lab exercises in the training class I attended. 

Unfortunately, the "customer training" group was let go in one of IBM's "Workforce rebalancing" operations and the courses languished. If there is enough demand in your organization, I am reasonably certain that something could be arranged. If you're in the parts of Raytheon that have AVL support, reach out to your AVL.

I don't think this should be an issue that should only be triggered by customer demand for physical training. This is not the 1950's, we're in the 21st century now and expectations from customers are totally different. I would have hoped IBM would have been able to drag itself into the present with a little more grace. :)
