Hi, your post is a bit light on detail but am assuming that the device MDM policy 'switches' because of Precedence.
The policy precedence is a system of prioritisation where if a device could have multiple policies (for example, it is a member of different groups, each of which has a different policy assigned), the precedence rules decide which policy gets assigned. First rule is that a policy assigned to a group takes priority over a policy you assigned to an individual device, so if you have a new policy you may want to create a device group and assign the new policy to that group to ensure it will 'take'.
To verify which policies are assigned to which device groups, go to Devices > Groups and ensure that the policies assigned to groups are showing by modifying the columns visible (Customize Columns feature at bottom).
