Just to clarify - not 100% clear - you want to be able to add images as attachments in emails, not block them, correct?
I've had a look at policy settings and not seen anything in Normal or Supervised mode apart from the setting that Mr. Bulmash has mentioned above.
The only other thing I can think of is whether the app that's being used to attach images is blocklisted in the App Compliance part of the policy.
Regarding Exchange this might be a global setting but it will depend on the version of Exchange so you might want to check Microsoft documentation for this.

- We have a customer with a large number of iOS devices enrolled as local users.
- Cloud Extender is not deployed.
- The devices are not in the customer's Apple Business Manager.
- We have created ActiveSync configuration in the applicable policy. Mail, calendar, contacts, reminders are all enabled. They are Office 365 Exchange
During the initial enrollment process for devices already in the field, we remove the Exchange account. During the Enrollment process they are prompted to provide their email password and to verify as MFA is in place. Once the enrollment is completed and the Exchange account is properly configured, verified and authenticated, the issue that arises is the inability to email pictures from the native email client. They were able to do this prior to the enrollment and removal of the Exchange account.
Under these parameters, this does not seem to be the expected behavior. Please advise if there are specific settings in the policy I am missing or if this is the result of something else, like an Exchange setting.
