We'll work on getting the website requirements updated. They tend to change with each release as different methods get added to perform various tasks, for example REST interfaces instead of ssh.
You said SafeGuarded Copy but referenced the FSFC toolkit webpage. I assume that is because the Safeguarded copy page (https://ibm.biz/SafeguardedCopyToolkit) currently refers to the FSFC page for controlling node requirements.
Yes, TC1 is required. Assuming the external storage is Spectrum Virtualize (aka FlashSystems, Storwise), not DS8k, you'll also need openssh (5733SC1 Opt 1), and SS1 opts 30 (QShell), and 33 (PASE), and Java 8 (JV1 16/17)
I'm not a sales guy, but I think most of those are no charge options of the base O/S, and some might actually be prerequisites of PowerHA 5770-HAS rather than the toolkit itself.
I did verify with the developers that the 5770WDS requirement is to allow editing of the startup programs. If you have a reasonable alternative for that, it could be omitted.

On the practical side of this matter, I would not worry about TC1 because it is essential for setting up TCP/IP for IBM i. I dare say you agree with me that practically all, or almost all - say 98-99%, IBM i servers/LPARs use TCP/IP. It's a sure thing by practical point of view.
IIRC, I think WDS option 21 includes SEU which is not mandatory because, as you said, EDTF is another choice if you want to write your own code to utilize FlashCopy CLI. SEU provides one advantage of supporting prompting for parameters of the code you write while EDTF has no such feature. So formally, I believe IBM's perspective is that it does not make sense to indicate WDS option 21 as "required" because of the availability of EDTF.

Does anyone know where I can get a more thorough list of required programs for IBM's Safe Guarded Copy Toolkit? I tried the website at:

Why do I think it's incomplete? How can you "(ping) the storage, HMC, and source LPAR" if you do not have 5770TC1 loaded?
Why out of date? Do we have to hand code some CL programs and is that why the following is required: 5770WDS *BASE, 21?
I hit the feedback and left comments on the incompleteness. I figure that's more important than out of date. That, and whether or not SEU is an ok tool for simple CL (as opposed to say, EDTF) is open to debate.
