I guess you need to upgrade AIX openssl.base fileset to version 1.1.0.x, but please first check what openssl.base version is installed. It is possible that 1.1 version is already installed but it is not reflected in AIX-rpm pseudopackage becaouse nobody ran "updvtpkg" after upgrading AIX filesets.

I have two vio server with identical packages installed.
Once is working fine with DNF we are able to run dnf update and not see any dependency issues. On the other server VIO3a it is giving us multiple dependency errors. Any help on what things to check would be greatly appreciated.
