I agree with Satid about the PTF level. Assuming you are using Oracle Java 1.8 with latest FixPack applied, one additional thing you could try, would be to use IBM Semeru Java: https://developer.ibm.com/languages/java/semeru-runtimes/downloads/?os=undefined
To use IBM Semeru only for iACS, all you need to do, is to download from the above link the zip JRE file (for windows https://github.com/ibmruntimes/semeru17-binaries/releases/download/jdk-17.0.8.1%2B1_openj9-0.40.0/ibm-semeru-open-jre_x64_windows_17.0.8.1_1_openj9-0.40.0.zip), unzip somewhere in your PC and then copy that jre folder (jdk-17.0.8+1-jre) to the corresponding IBM i Access Client Solutions Start Programs folder. Assuming you are running on Windows 64-bit, this would be the Windows_x86-64 folder.
If everything goes well, when you will start iACS and click on Help, About, you will see that now iACS uses OpenJDK Java instead of the Oracle one.
I've noticed several strange behaviors in the past with iACS when using Oracle Java instead of IBM Semeru, so maybe you could give it try.

Mine works fine with IBM i 7.4 server. Since your IBM i server is only at 7.1, I suspect you may need to apply DB2 group PTF (better to apply all groups) to the latest level.

Could you give a specific description of what action you actually did that caused you to say Content Assist did not work properly?
I test mine (1.1.9.3) and it appears to work fine.

The setting to point to the correct DB tables that you asked about should be in Edit --> JDBC Config --> System tab --> Default SQL Schema or Library List.
