If powerVM license is already availabe in your machine, you can just change the profile configuration of existing partition (to not use all the system resources) and create new partition splitting the existing resource. In this case you can test before actually upgrading the hardware resources.
I have worked with some machines where virtualization feature is not enabled. If this is the case you might not be able to create new partition after adding additional resource.

So to follow this thought, as well as the linked documentation, can I then add additional cores/memory/adapters, create a new partition profile for the existing full system partition but configure its own existing resources to it, then create new partitions on the newly added resources?
Again, might there be any installation/implementation time issues like additional configuration in ASMI, etc.?

Odds are that one partition on there was built with the option set to use all resources on the machine. If that's the case, then no you won't be able to create any additional partitions until you do something about that.
I believe all Power9 machines and above come with PowerVM licensing already. At least that's my experience from scale-out machines and above.

Hi! Is an upgrade possible to add resources and create additional LPARs to a system that was initially configured as a single full-system-partition?
