To further confirm the question you sent to my in-box, there is no way to issue the DISPLAY QMSTATUS command against a z/OS queue manager. It does not exist. You cannot do it regardless of whether you use PCF, a z/OS command or anything else. It is not there.
Perhaps you can tell us what information you were hoping to get from the command and we can help you find an alternative command if there is one.

The MQCMD_INQUIRE_Q_MGR_STATUS command (aka DISPLAY QMSTATUS) does not exist on z/OS.
