Eric, as you supposed, the answer is yes. There is no "but", but an "and" for this answer: you need to take some architectural decisions before start with ZDT. It will help you to define how to install, configure and work with ZDT.
I am assuming you have read some of our docs, but this also might help your better understanding:
1. Not yet. We are in the way to provide additional functions in ZDT to enable a copy of CICS definitions to ZDT, using ADCD z/OS package or to your own z/OS. For the current version, the best would be to copy your own z/OS disks to ZDT, you can make some selection to prevent you to run out of space, including the CICS disks and its data (data sets and ICF catalog). This option will require the ZDT Enterprise Edition to be installed.
2. Considering that you have your own z/OS running under ZDT, you can use ZDT functions to select components (disks, datasets and calog's), create an application image and deploy them to the emulated system. If you have an ADCD z/OS package under ZDT, you will have to do all those steps, but will need to do additional customization in the z/OS PARMLIB and USS files to have your CICS and components recognized by the z/OS o.s.
