zD&T DevOps Deploy shows as "RDT", but deployment fails with " Agents are unlicensed"

    I have a licensed Devops Deploy (Urbancode) server, to which is attached a z/OS agent running on a zD&T z/OS instance (z/os version 3.1). 

    The agent is connected to the server, and is displaying as an "RDT" license, which is exactly as expected. However, when we try to deploy using that agent, we get the following message:


    The log file has this line:
    "log":"com.urbancode.ds.subsys.deploy.runtime.application_process_request.ApplicationProcessRequestRunner","msg":"Error starting workflow: The following Agents are unlicensed:\nxxx.strongback.us - 195711e5-3ff5-9c04-d10f-253da544f78a\n","ex_typ":"com.urbancode.air.i18n.TranslatableException","ex_msg":"The following Agents are unlicensed:\nxxx.strongback.us

    Anyone have an idea of why this is failing? Is this a defect?
