IBM have advised that Windows 2008 will no longer be sub-capacity eligible from end Q1 2021.

We have a number of VMs which cannot be upgraded so will remain on Win 2008. The license cost implications of having to pay for full cluster capacity PVUs will be considerable, so I would be interested to hear if anyone else is in the same situation and what plans they may have to mitigate these costs.

Now I know why I am facing a login problem while login into my IBM account. I am using Windows 2008 and I was facing a login issue, I thought their site is down, and because of that, I am facing that issue.
