It describes the changes. The main change, as you noted, is that we are encouraging clients to apply complete Service Packs now, instead of individual fixes. While Fix Central forces the download of SPs, the actual installation process does still allow individual fixes to be installed.
Right now, our business requirements prevent us from restoring the 'specific fix' functionality, as we must support the new service strategy
