Hover your mouse over the link to the RPM.
Copy the directory path - excluding the specific .rpm file and then point a new browser tab at the directory.

The RPM filenames are links for downloading that version.
Of course, don't ask for support for older versions - IMHO
The requested wget 1.9.2 is from 2004!!! - Twenty years out of date so security must be suspect.
Strictly, at you own risk and installing it might overwrite a perfectly good current version.

Are you trying to use any new feature which isn't being supported by wget-1.9.2 ?
You can still use curl to download files, but it will be useful if wget doesn't support a protocol of the server from where we are downloading a files.
We will be updating wget with never versions sooner.
