I have created a virtual service for another webService registered in centrasite. Howver i am not able to edit the Processing Steps’ fields for this virtual service.
Can this be ONLY because of lack of privilege ?

It could be privileges. Check to see if the user you using has administration rights or rather ask your administrator to add the processing step.
