    1) How to know whether a frame can fit how many CPUs.
    2) Can we move CPUs from one frame to another, if so, how?
    3) Does a change in LPAR profile need a reboot?

    2) Physically or logically? Usually no for physically, at least you usually don't want to do it yourself but it all depends on what you mean by the "move".

    3) If you make changes for the profile, you need to halt the LPAR and activate it using the profile to get all the changes to take effect. If the change is temporary, you could do it via DLPAR operations which don't usually require reboot.
