Please upvote this enhancement, currently end users are unable to access reports once a time period is closed for calculation. Only those with Admin access can access the reports.

This is by design.  Accessing closed time periods requires the reports to be calculated in real-time which can cause serious performance issues, especially when multiple people are trying to access the non-calculated reports at the same time.  Many organizations have hundreds or even thousands of end users, and you can imagine the issues that would occur if all of them tried to access a non-calculated report at the same time.

The recommended approach is to use the manual calculation settings to open only those time periods that are needed for the time that they are needed.  For example, maybe in prior years you only need to keep P12 open so you can see your full-year numbers.  Or maybe during budget season, you open up the additional time periods that are needed, and then close them again once budgeting is complete.

That said, don't let that discourage anyone from upvoting this idea.  Feedback is always appreciated! :)

I still think we need a better solution as only having P12 open doesn't provide the access to reporting that occurs for us in a monthly detail report. Trying to roll this detail into a YTD report also affects the calc time so we have limited the amount of data we put into a YTD/Annual report.  

In any case, we are trying to provide better access to past data when the requests do come in and opening/closing calculation times for closed periods isn't something that is instant/timely for the user needing that data.

Everything should be use case based.

If your use case is to look at a whole prior year of reports, you have to calculate them, and accept the calculation time.  Playing devils advocate, IF the calculation time is so long, that you can't spare the calc time, then they probably will perform terribly in real time, and as James pointed out, will end up causing issues.

If there is a subset of reports or information that is useful, you should tailor some reports for that need, you can make a copy of a useful report, name it "year end xxxx" calculate it for the specific period, do 12 month trends, ect.

Can you elaborate specifically what someone would be looking for in a monthly detail report, they couldn't get from a 12 month trend report?  I'm suggesting you take that monthly detail report, covert it into a trend, and calculate it for just period 12.
