It was my understanding that suma is supposed to filter against what is installed on a system and only download those filesets that are installed and in need of updating(using 'All Latest Fixes'). But when I run it, I get a lot of filesets that are not already installed. (ie Java14.debug see below) Is this by design?
If I use the "compare_report" process, I one set of files. When I use suma, I get the files specified with compare_report, plus a lot more.

No Java14.debug installed. Why is suma trying to download this?
