1. Why would you want to go to a lower TL level? You could be losing hardware support or features by doing so. Not every TL has support for all new stuff.

For example, TL3SP8 is probably newer than TL5SP1 so you couldn't upgrade to TL5SP1. There's a graphic on FixCentral that shows TL/SP and release dates.
3. FixCentral does not include base-level filesets, only service packs.
So, when you are skipping from TL2 to TL6 and want support for the newest hardware and/or features you will need to get new base-level filesets for the TL through your IBM rep or download them from IBM entitlement site.
You can then choose to put both the new base-levels and the latest SP in the same lpp_source or installp directory and update everything at the same time.
Also, you'll have to get updates to rsct,xlC, java separately from FixCentral.
