It’s a standard windows installation problem.
Some program has put in a key in the registry in order to rename a file that is locked after windows start. Only the file cannot be renamed (often because it tries to rename to an “existing file” i.e. an .OLD file from last upgrade or just an invalid filename.
Check the registry for a key ‘PendingFileRenameOperations’ in
HKEY_LOCAL_MACHINE/System/CurrentControlSet/Control/Session Manager
(with blank - not SessionManager).
Rename or remove this key, then restart Setup.
