It doesn't look like your mksysb is good. I couldn't really understand the language but it appears that the 2nd error was asking you for a 2nd tape to continue with the mksysb. The first error about /tmp can be safely ignored.

One option is to look at /etc/exclude.rootvg to see if there is anything you could skip in keeping in the mksysb. Another is to look around to see if there is anything in rootvg you could clean up. A third option would be to consider using a higher capacity tape. Some people keep using lower density tapes even after they have a newer drive.
