We are planning a Data Center move later this year and have some questions on the setup of our Couple Data Sets at the new Data Center for the first IPL

We will be using Global Copy to mirror our data to the new Data Centre, but IBM recommends against the use of asynchronous remote copying technologies such as Global Mirror for managing couple data sets. I'm wondering if this recommendation is for copying the active CDS's and if mirroring  a separate set of CDS's to be used for the IPL of the SYSPLEX at the new Data Center (initialized but not in use at the existing Data Center) would be acceptable.

We have 5 z/OS SYSPLEX's, each with their own GDPS environment (Metro Mirror with one RL). The new Data Centre is approx. 500 KMs from our existing one

As you surmised,  the recommendation really pertains to ongoing replication of active CDSes using asynchronous replication like GM.  But it would be fine to make an initial copy of the static "initialized but not in use" CDS in the existing data center, for use in the new data center, in this way.
