Windows XP SP3, I didn't change anything in the package except to install it to C:\Program Files\IBM instead of C:\IBM. This only seems to be a problem in Vista+.

When I install the packages from IBM I don't run into this issue, only when installing my Wise msi.

    Check release note (here for 8.3 : http://www-01.ibm.com/support/docview.wss?uid=swg27017420) :
Installing on your Windows Vista operating system
If you are installing the WebSphere Transformation Extender products on your Microsoft® Windows Vista® operating system, do not specify c:\Program Files in your target installation location because of compatibility issues.

Before using third-party software with WebSphere Transformation Extender installed on your Windows Vista operating system, check with your vendor to ensure that it is compatible with the Windows Vista operating system.

@morriscode: no problems with C:\Program Files on WinXP SP2 here. You should check that both computers use the same language version of WinXP - the one you're tracing your installation with wise in order to create the package and the target computer. Don't forget to include the registry entries (maybe wise did not include them).
