You are correct, Maximo does not allow for non-Stock or non-Service Items. The simple solution is to create a stock code say "NONSTOCK" and then on the Job Plan | Materials add an existing field JM1 (through to JM6) and configure that to be the desired free text length.
The item does not have to be added to a storeroom.
In the Item/Organization details, make the stock category NS.
When you then assign the JP to the WO, it will automatically crossover JM1 to WPM1, but before saving you will have to select the Direct Issue Flag. An automation script can be used.

Our customer wants to plan for non-standard (non-stock-coded) materials and (non-itemised) service items in Job Plans so that they can plan for some services and materials in work orders.
But Maximo does not support such options in Job Plans whereas it is supported in Contracts (templates).
Typically these Job Plans data of such services and materials are required to plan budget forecast. Considering Job Plans and Contracts as similar templates, why Maximo does not allow them in Job Plans and allow only in Contracts? As these services will go further into service POs later from Job Plan to Work Order, it seems logical requirement from the customer to enable this feature in Job Plans.
Any expert comments on this would help. Also, is it possible to customize to enable this feature in Job Plans?
