When you state that the devices do not have the ability to search locations - is the "Locate" option missing, or is it there, but returns no results?

I have a customer who requires location information. All the Android devices have been correctly enrolled using Android Enterprise enrollments. However, not all enrolled devices in the device list have the ability to search location. Most of these have reported in a timely fashion as well.
Any ideas why this is happening.
