Hi Heather,
This may not be related with the upgrade because we do have 11.1.3 and it doesn't occur on our side. I think you should check the number of reports being executed at the same time and check the memory performance on the server, if the memory usage is high when you get the error message than Cognos is not able to handle the report request. I think you can do few things here.
1. I think you can bump up the JVM heap size on Cognos configuration if it's set low.
2. Adjust the number of high affinity and low affinity connection tunings for batch processing.
3. Adjust the time of batch processing jobs to see if that makes a difference.
4. Delete any orphaned BIBIUS from task manager.

After upgrading from 11.0.13 to 11.1.3 we've been experiencing occasional batch reports that fail with the error 'DRP-ERR-2072 Unable to load balance a request with absolute affinity'. We did not get this error prior to the overtop upgrade. We also do not perform any load balancing as we run a single server environment.
