    I recently ran into the same problem. As it turns out, I had created a custom bosinst.data file and had left the parameters in the locale stanza blank. The installation did not install any of the msg.en_US file so when I ran the locale command everything came up as "C". I went back and installed all the msg.en_US files I could find on the first CD. This was something of a shot in the dark, but it fixed the problem.
