Finally I have found my error, i have changed in config.conf my HOST_NAME variable value with my IP ADDRESS , in cognos configuration my Dispatcher URI for external
http://<IP Address>:9300/bi/v1/disp and in Cognos analtyics Manage > configuration > system > environment

I have installed CA 11.1.5 and Jupyter Notebook on my Laptop, Cognos Analytics works well but i can't reach Jupyter Notebook. I got the following message in the docker logs :
Error connecting to Cognos Analytics (ConnectionError occurred). Arguments:
