TL7 SP7 for example that will have some fixes that are newer than what is in
TL8 SP2. The newest TL will have all the features and fixes of the previous TL

base-level TL8 = base-level TL7 + extra features
base-level TL9 = base-level TL8 + extra features
Some new features will only be in the latest TL level (ex: new hardware support)
As long as you compare base-level TLs, they are cumulative. When upgrading
from TLX to TLY you need to make sure the combination of TL/SP level was released
at a later date than what you currently have.
