    As long as you compare base-level TLs, they are cumulative. When upgrading
    from TLX to TLY you need to make sure the combination of TL/SP level was released
    at a later date than what you currently have.

    If i am at 5.3 TL5 and want to go to TL8, do i need to install TL6, then TL7, then TL8?

    it is cumulative. You can go from TL5 to TL8 without doing the TLs in between.
    Just be careful on firmware - that should be up-to-date before you start.
