IS shuts down after this message “Package Manager started” …cant see any more logs…Plz help…I dont have a back up of config directory…thanks

try by updating with the licence key

I have deleted puyblisher.cnf file from config and it fixed the problem…Thanks for looking

So, What was the problem? Have you figured it out… Why you deleted publisher.cnffile?
