I have been a systems programmer for 40+ years. As one mentioned, knowing the concepts are more important than counting steps. For instance, if you install with a server pack the concept of using the ISPF menu and drivers are important. If you are running a zPDT, then you have ADCD downloads that must be customized. Then each shop may have its own naming standards for datasets, so names will need to be adjusted. There are catalog, parmlib, proclib and other entries that must be dealt with. If you run in an SYSPLEX with multiple LPARs then you need to ensure each LPAR has toleration PTFs applied so you can fall back from one release to another prior to an upgrade. Then there are the vendor products. Prior to any upgrades, you would need to check with your vendors to ensure they are compatible with the release of z/OS being installed. In some cases, vendor products may need to be upgraded first. Also, some z/OS upgrades require changes that are listed in the product directory or HOLD ACTION data in the PTFs. Exits, if there are any, may need to be reinstalled with current macros.
So as you can see there are many variables one must take into account. I always start out with a basic plan of what I need to do, but as I work on the upgrade that plan expands to include new items I found that need to be performed.
