I have a fair amount of experience with this.
1. If you have IBM do the migration then V2R3 to V2R4 is one step. V2R2 to V2R4 would be two steps. V2R1 to V2R4 would be three steps. Make sense?
2. Yes, the hardware is a real z machine running VM with multiple z/OS guests, including yours (and mine).
3. If you don't have a lot of software installed or a lot of customization then you can do the parallel approach if you wish. You will have to copy everything over, customize the new system, and so forth.
