But I read that this has worked before, and this is unlikely to be file permission based unless something has changed (coincidentally).
So what else is there? This error is fairly generic, but could be a crypto problem or other configuration problem causing issues accessing the installation location? Check the dispatcher URI to ensure it is pointing at the external dispatcher URI of one of the dispatchers and that the dispatcher is up.
If you have a backup of your old configuration you could compare the file contents. Regenerate crypto keys to make sure we have the new key from the 11.1.4 install.

It is not unusual for enterprises to lock down writing to the "program files" directory. Even if you launch as an admin, group policies can prevent applications writing to this directory (and sub directories).
Some options are:
Use windows explorer and grant yourself full permissions to the '..\bin\../data/cqe/RTModels' directory
Use Cognos Configuration for FM and modify the Data and Temp directories (under environment) to point to a location that is open for writing by your profile
Install FM into a directory other than "program files" where you will have full access
It may be worth checking with your IT department to see what solution they can support. For instance, the group policy may be pushed out periodically, overwriting any permission changes you make to "program files" directories. They may also prohibit or discourage programs to be installed to other directories. Changing the configuration to point to different Data and Temp directories may be the best solution, but they will need to know if they are packaging the application to push out to clients.

Is anyone having problems installing FM R4?
I am considered administrator on my laptop but after installing and setting up the configuration and saving it, I try opening FM and a project. I am getting the following.
QE-DEF-0510 Cannot create directory: '..\bin\../data/cqe/RTModels' |
I installed the FM by doing a run as administrator to try and get around this and I have also tried running FM as administrator and I still get the error.
We haven't had problems like this with previous FM installs.
I don't have this problem with the new Transformer install.
