File Manager / CICS activation

    hi all
     
    trying to activate the FM/CICS function under 3270, 
    we can to list the reosurces but when we try to read a resource we receive the message 'Not authorized'; both TSO or CICS interface have same problem.
     
    we executed a trace and no errors are listed, program are able to open and read the resouce (file, TD or TS) but doesnn't procede and no data are listed on terminal:
     
    'You are not authorized to run this function or command against the specified CICS resource.'
     
    ps: File Manager is 16.1, z/OS 2.5
    any idea?
