Is there a way to give help text next to label/field for CMOD searches using response filter or EDS? Something like, instead of the text on hover, its displayed all the time. Any help/guidance is much appreciated.

I don't quite undersand your question. Do you want to make the hover text of the CMOD search display all the time? Or you want a new UI field to display it? But I don't think the UI can be customized.

Something like the attached screenshot, red text or Green help text next to field.

" The customer account number must be at least 7 digits long"

I can't see your attachment and we don't support UI customization. ​Since it's implemented by js code, the only way is to use the plugin to overwrite the prototype and rewrite all the UI js code yourself. But we don't recommend it. There will be a lot of code work and will not be officially supported.
