Thank you all for your help. I managed to fix the problem by finally uninstalling the database and CSDK and reinstalling everything. This time with the ie installer in the same directory as the ids_install so that it silently runs as part of the IDS install. And it came up showing the IE edition!!!
As for finding the correct FC3 version of the ie installer, I tried that and it didn't work either. I had already tried the latest 12.5 one so maybe it screwed something up and made subsequent attempts not work? Although, if I named these right, it looks as if several of the installers were actually the same to start off with for those early versions.
As for the gskit, I am making note of that for future reference.
I created 12gb of datadbs, 1gb of tempdbs and whatever the defaults were for the other default system spaces. dbimported the database and all is working as it should now with room to grow. AND I'm working on understanding the database to purge it properly so we don't even grow that large in the first place. Although with a 50gb max, that'll be a while.

Go to $INFORMIXDIR/gskit and run ./installgskit
After that retry the LicenseInstaller. This worked for me in Version 14.10.FC12

My predecessor installed IDS 14.10.FC3 and never converted it to a another edition. Problem is, the database has reached it's 8gb storage limit. The previoius developer versions he used didn't have those limits, so he stuck with developer (DE) and now we've hit the limit.
My first thought is this should be Innovator-C. So I ran the Innovator-C Edition installer. It's the latest 14.10.12.5 installer. Nothing seems to happen. I run it and it still comes up 14.10.FC3DE.
Are there special conditions I need to be in to run the installer? ie. database in quiescent mode? oninit service stopped? Is there something I have to do afterwards? I rebooted. I've stopped and restarted the oninit service.
I was recently writing up documentation on the installation for 14.10 rollout for other machines. During the process, I had a case where it didn't change either. And then I went to bed and the next morning it was showing as version IE (Innovator-C). I don't remember doing anything special.
Or is the latest installer (FC12.5) for version FC3 the problem. Do I need to find the FC3 ie installer?
Or is something corrupt? Is it best to just start from scratch. Install the latest 14.10 (FC12.5) and install it's IE? Then reload the DB?
I'm using Java 19 to run the Edition Installer.
