The entitlement for WebSphere Liberty includes as supporting program IBM Runtimes for Business, see

IBM Runtimes for Business supports OpenJDK 8, OpenJDK 11 and OpenJDK 17 binaries distributed by the AdoptOpenJDK community (AdoptOpenJDK), Eclipse Adoptium (Temurin) and IBM (Semeru Runtimes).

So basically it depends on the OpenJDK version and distribution that you use if support for the JDK is part of the WebSphere entitlement or not.
