Dispatcher is not initialized

    I am getting below mentioned error. Please help me with this as even after reinstalling the software, the issue is not resolved.

    errorType: com.wm.app.b2b.server.dispatcher.exceptions.CommException

    errorDump: com.wm.app.b2b.server.ServiceEception: [ISS.0098.9013] Dispatcher is not initialized at pub.publish:publish

    localizedError: Dispatcher is not initialized

    threadID: HTTP Handler 27.0.0.1

    The Dispatcher is initialized at very beginning of IS startup.

    Please check if you see any Dispatcher failure message in server.log during IS startup.
