Cognos 11.1.5 Users with run access can no longer Edit Dashboards

    We are in the process of moving from 11.0.13 to 11.1.5.  In our current environment (11.0.13) we have dashboards setup and the average user has RUN access to them.  When they open the dashboard they can click the pencil, edit if needed and save to my content (cannot overwrite as they do not have write access).  In 11.1.5 this no longer works.  Same users get a greyed out pencil, must save to my folders, close existing report and then open from my folders to get edit pencil back.  If I give them write access they pencil is immediately available but would let them overwrite a dashboard.  I have opened a ticket with IBM support but they seem to believe my environment is incorrectly configured but cannot determine how. Can anyone else on 11.1.5 confirm that the pencil is still there for users with run access, or if there is some sort of a workaround to get this back?

    @Chris Stadler I believe it was a change in functionality. There is a new dashboard capability (Introduced in 11.1.4) to control what users can create/edit dashboards More details can be found here​

    I've not tested this, but you may be able to deny the write permission on the parent folder for the dashboard.
