This is a known limitation in CA 11.0, and exact search is partly fixed in 11.0.13 FixPack 1 (you have to set the configuration flag "SearchService.enableExactMatching" via ConfigSetter utility).
You have to be careful when users are working in different languages - search only finds entries in YOUR language, even if only one language is defined for a report name. This still works in the legacy UI which you can activate by using an advanced parameter and then navigate to a different URL.
I was told by someone from Congos support that the development team is working on a completely new search engine.

We are on Cognos 11.0.13 (planning to upgrade to 11.1 soon), noticed that when you close a couple of reports from the welcome bar at the top, then the 'search' feature shows that you can type in a new report to open but does not search for it.
Also we've found that sometimes we will type into the search an exact name of a report and it will not appear on the search
Any suggestions?
