Not that I am aware, CICS Explorer will supply the current statistics values  which will indicate how many times it had been used in the  since CICS was stated. Various fields, for example Load Point or Entry Point, will indicate if the program is currently loaded but not when it was loaded or how often it has been loaded.

If you are looking for values in time ranges that match the CICS statistics intervals you could use the CICS statistics records that written to SMF at the end of each statistics interval but you are going to have some processing to generate the values you want - there is a supplied utility DFHSTUP  (see https://www.ibm.com/docs/en/cics-ts/6.x?topic=utilities-dfhstup ) that may be what you need. You would have to allow for the values being cumulative for the life of the CICS (according to https://www.ibm.com/docs/en/cics-ts/6.x?topic=statistics-public-programs-summary-resource ).

If you are looking to get data in specific time ranges you are probably looking to have to have CICS Monitoring active so the individual use and loads are recorded but that can create quite an overhead with all the extra data. Or you could write your own program to extract the statistics required at specific intervals. Sample DFH0STXR may useful as a starting point but I have not looked at it recently.
