Hi Chuck,
I just performed a smoke test on a BAW 20.0.0.2 system (traditionally deployed) and it seems that the case packager is part of the standard deployment and is working as expected.
In order to test it, you can add the "Create Package" or "Create Default Package" options to either the Case or Work Toolbar. This will then launch the wizard which helps you to create the package. Alternatively, you can of course use the appropriate operation from the CaseOperations component in order to create a case package from a system workflow step.
You can also search the BAW documentation for "Case Packager" which will return additional information.
