Once you assign all the resources to any LPAR irrespective of the partition status it is blocked for other partitions use as it is no more available for allocation and marked as assigned. As we are at the point now where you can see all the Physical I/O adapters except the P0-C10 card i would say this is an issue now. We normally use SAN in our environment so the setup is little bit different.
I also noticed that Paul also recommended to update the HMC version . I would say yes to it as i see some issues related to Physical I/O are also fixed. Suggest you to update it to latest and try again .

This is because all the resources are still allocated to the first LPAR. Can you please delete all and create the new LPAR without allocating all the resources.
Then all the adapters should be available in Physical I/O.

Uhm, something strange. After I created the previous LPAR to take all resources, actually I have never turned on it yet. Now that I created the new LPAR (in addition) to try with your suggestion, let me explain what I see. I have created it only selecting CPU and memory, and after its creation I go to selected physical I/O. Well, there is nothing to select, no adapter at all.
Then I deleted the LPAR with all resources flag (never turned on), and I can see physical I/O to add to the new LPAR, but still no P0-C10.

That's good then - hardware discovery part is already taken care of.
In your screenshot for different cards there is no owner yet. It should show your AIX LPAR name if the resources are correctly assigned. I would suggest to create a new LPAR and don't assign all resources to it. Once LPAR is created then go to Physical I/O adapter and try to add it what is needed.

If i understand your question correctly you are looking for assigning for the "NVMe JBOF card " to the partition so that the two disk drives are visible to the partition. After creating the partition you can go to Physical I/O adapters -> Add adapter, select P0-C10 card from the available list to see the C10 card there. I believe EC7T is 800 GB Mainstream NVMe U.2 SSD 4k which only support Linux/AIX.
