I purchased it a long time ago, but now with opening the SPSS 25 statistics program I get this error: Specific symptom number 313.

I've already walked through the steps described on the above page.

Looking at the license string you provided, it expired in July 2020. So it would seem the error message is correct. If you have a different license code you wish to apply, that is going to be better dealt with through the official Suppport process rather than here in a public forum.
