The most common attributes at the server level to monitor are CPU, Memory and Free Disk space. Obviously there are other variables but this is a good start. Depending on what OS your environment is would obviously change the tools you use. Additionally you could monitor for core files and undeleted temp files.
For an application level you could monitor active sessions and high water mark, JVM heap size and high water watermark, average report service response time.
Proactively you could monitor the cognos logs for errors.
