pools, can use if you don't want any impact an lpar's cpu growing to another lpar, otherwise not need. You can use default pools. All resources on default pools at the first config.
yes dynamic cpu or memory increase or IO slots add/remove works for IBM I too, i'm not using AME bacause of there is results of this, u need sacrifice some cpu and response time when lpar need top memory. You can use AME just for create more lpar with lower memory. I not recommend for production servers.
