    Since you haven't patched for a while, I suggest going with the latest TL and go from there. This of course assumes that your applications are compatible/certified to run at that TL. Some apps are very picky so you need to make sure TL'ing doesn't break their supports.

    2. usually no but typically wouldn't hurt
    3. If you don't know whether you need a patch, it's usually not necessary.
