    you can do lslpp -f infocenter.man.EN_US.commands to see what it contains, as I see it in your case infocenter.man.EN_US.commands must not be installed;

    /usr/share/man/info/EN_US/a_doc_lib/cmds/aixcmds3/ls.htm
