That is an RPM package and it's available on the AIX Linux Toolbox web site:
https://public.dhe.ibm.com/aix/freeSoftware/aixtoolbox/RPMS/ppc/gettext/gettext-0.21-1.aix7.1.ppc.rpm
Most likely it has dependencies, which in turn have their own dependencies so the best is to set up yum/dnf as per the

page if your AIX machine has internet access.
