    What kind of disks are inside rootvg? Are they any SAN disks with multipathing?

    As you can see it is asking to install a single fileset with name devices.sddpcm.53.rte you can try downloading it from IBM fixcentral and installing.

    I have this same error during a mkcd on my 5.3 system as well. I have SDD drivers loaded but not sure why it is asking for the SDDPCM files. This is a brand new system, fresh install, and no attached SAN drives yet. I am having trouble understanding the difference between SDD and SDDPCM and weather I need to uninstall my SDD and put SDDPCM drivers on this system.
